The World He alth Organization (WHO) would change the definition of infertility, and according to their plans, single men and women who cannot find a partner to have children will also fall into this category.

According to the previous categorization, those who could not get pregnant even after 12 months of regular, unprotected sex were infertile. Now this will also include those who are unable to find or build a sexual partner or relationship, and the decision was justified by the fact that everyone has the right to their own offspring.

The new standard will be distributed to the relevant ministers next year, but it is not certain that everyone will take it well that the world organization is moving into the field of social affairs. Many people are also worried that the waiting lists for couples who cannot have children for he alth reasons will get even longer.

What will become of this?

According to the Eurostat People in EU publication, Hungary has the second highest proportion of single women in single-person households in the EU, and according to the 2011 census data, almost 800,000 single women lived in the country, which is twice as many as four decades ago earlier. And this number has obviously increased since then, and everyone knows the government's attitude, family-friendly thinking sometimes spurs them on to quite strange ideas, just think of the KDNP's single tax proposal.

They are trying to instill in us from above that the family is dad, mom and children, according to the regulations in Hungary since 2006 single women can also participate in infertility treatment if their age and he alth condition (infertility) justifies it. Let's say that the age at which you can apply for such an intervention is not precisely defined (this is understandable, of course, since menopause occurs at different times for everyone), moreover, for lesbians living in a cohabiting or registered cohabitation relationship, this option is still not officially available. and just as theoretically not for those whose age does not justify intervention, that is, in principle, they still have plenty of time to find a partner.

The new WHO standard can help "singles" if it is somehow incorporated into the domestic regulations. Of course, if someone really wants a child, they can solve it in another way, say by adoption - we could wave at that, but this argument is still quite weak. Just as it is not right that same-sex partners cannot officially start their relationship if they go to an infertility clinic, since they do not fall into the category of single women either, and according to the law, reproductive procedures can be performed on persons in a married or opposite-sex partnership. And as we wrote before, by denying your relationship, this is, however, a false testimony before the law, which is punishable. In addition, the biological mother cannot in any way become the legal parent of a child raised together with her partner.

The legal background

A woman who has become single is considered to be one whose marital (partnership) relationship ended after the start of the reproduction procedure, and a single woman is an adult woman who is not married or cohabiting at the start of the reproductive procedure.

In the case of a single woman, the reproduction procedure can be carried out if, due to the woman's age or he alth condition (infertility), she is most likely unable to conceive a child naturally.

A special procedure for human reproduction (hereinafter: reproduction procedure) can be performed for persons in a married or opposite-sex relationship, or for a woman who has become single, if:

  • at least two independent specialist medical opinions confirm that due to the he alth reason(s) existing in one of the parties or in both parties, it is highly likely that a he althy child cannot be born from the relationship naturally,
  • the woman has not reached the upper limit of reproductive age,
  • the applicants are not related to each other in a way that is defined by Act V of 2013 on the Civil Code 4:12. § (1) points a) and b) makes the marriage invalid, and this is supported by their written statement,
  • applicants credibly prove the ineffectiveness of other methods of treating infertility, and there are no disqualifying reasons,
  • if all conditions exist together, there is a medically established chance of conceiving and giving birth to a he althy child with the procedure used.

By the way, in Great Britain, the framework was relaxed three years ago, and according to the new guidelines, lesbian couples could also receive free fertility treatment, but according to the BBC, it was not possible to enforce their rights in general. In Sweden, from April, single women will be able to take advantage of the state-funded opportunity, but in Poland - as was unfortunately to be expected - the new law does not provide them with this opportunity either.

And one more thing, the WHO recommendation obviously also applies to male children, and in their case, surrogacy would be the solution, but here, neither this nor nanny motherhood is included among the legally available human reproduction procedures.

Probably nothing

The founder of the Kaáli Institute, dr. According to Géza Kaáli Nagy, there is a demand for fertility treatment from single women in Hungary, and infertility centers are mainly visited by those who are dangerously close to menopause. He added that he does not believe that it will become the new standard topic in our country and that it will influence the current regulations at any level. Of course, the latter is far from perfect, as the state can only finance half of the treatments, and we haven't even talked about the sperm situation in Hungary. He also noted that it was strange for him that the WHO had moved from the field of he alth to the field of social issues.

Is there government support?

In Hungary, every fifth couple can conceive a child only with medical help, the limit is 6,200 implants per year, so half of the couples are forced to wait on a waiting list, and you can try five times for free (six times with insemination - ed.) - summarized the situation a year ago HírTV and the government promised at the time that they would try to improve the situation with an additional subsidy of HUF 2 billion.

According to the OEP proposal, for the sake of efficiency, it would be worthwhile to use different financing, for example, it would be possible to try up to six times in 35 years, only twice around 40, and over 42, OEP support would cease. According to Dr. Géza Nagy Káli, this is not unfair, since "we cannot make them pregnant. This is unfair to public funds, because the procedure is difficult for people over 42 years of age," he told Origo in 2015.

In public hospitals, the entire intervention is free, only the medicines have to be paid for, but in some private clinics, only the implantation is free of charge, and there are institutions where there is no OEP-financed treatment at all. By the way, roughly 2,000 children are born each year through artificial insemination, according to the OEP's calculations, this number could increase to 3,500 if the limit is increased.

Regarding the WHO announcement, we also contacted the Ministry of Human Resources, and as we found out, the current aspects will be kept in mind in the regulations for the future as well. By the way, the family support and social system supports parents raising their children alone with several means:

  • In the case of family allowance, single parents receive a higher amount
  • The family income limit per person for the regular child protection discount is higher for single people
  • Thanks to the discount for first married couples introduced in 2015, we will support young people starting a family with a monthly SZJA discount of HUF 5,000 for two years.
  • The family home creation discount (CSOK), which was introduced from July 2015, can also be applied for by single parents.
  • Single parents also have the opportunity to adopt a child, although married couples have an advantage in this regard.

Who is single and how many are there?

The IV of 1998 on the support of families According to Article 4 a) of the Act (Cst.) [In the application of this Act] "a) single: a person who is unmarried, unmarried, widowed, divorced, living apart from his spouse and does not have a partner. According to the KSH census data, the number of single men over the age of 15 is 508,000, of which the number of 15-49 year olds is 245,000. The number of single women is 809,000, of which 162,000 are 15-49-year-olds (those of reproductive age). In total, the number of single people is 1,317,000, of which 407,000 are aged 15-49 - EMMI answered our question.
